Paul Moore
Deputy General Counsel; Chief Investigative Counsel, U.S. Department of Education/U.S. Department of State
Paul R. Moore is the U.S. Department of Education’s Deputy General Counsel and Chief Investigative Counsel, leading enforcement efforts involving the statutorily required disclosure of foreign funding by universities and in support of interagency investigations of foreign access to taxpayer-funded R&D and malign foreign influence at American universities.
Paul co-authored the Department’s widely publicized Oct. 2020 report (“Institutional Compliance with Section 117 of the Higher Education Act of 1965”), which revealed that many of America’s most prominent universities had failed to disclose billions in dollars of foreign funding. Paul also served for 12 years at the U.S. Department of Justice, including as an Assistant U.S. Attorney, Senior Counsel in the Office of Legal Policy, and Counsel to the Assistant U.S. Attorney General for the Civil Rights Division.
Paul has written extensively, provided Congressional testimony, and made multiple media appearances to shed light on these important matters.
