Shelley Kedar

Chief Impact Officer , The Jewish Agency for Israel

Dr. Shelley Kedar serves as Chief Impact Officer at The Jewish Agency for Israel, where she spearheads the development and implementation of the Agency's strategic vision through comprehensive three-year planning grounded in research, professional evaluation, and institutional knowledge.

In previous roles at The Jewish Agency, Shelley served as Director of the Connect Unit, initiating and leading innovative education and engagement programs across Israel and around the world. She was the founding director of The Adelson Shlichut Institute, chaired by Natan Sharansky — establishing it as a leading institution for shlichut content and training — and served as Director of the Israel Fellows Program and Senior Representative to Hillel. Shelley was Hillel International's inaugural Vice President of Israel Education and Engagement. She also served as Director of the International School for Jewish Peoplehood Studies at Beit Hatfutsot, Director of Professional Development at the Leo Baeck Education Center, and as The Jewish Agency's shlichah to Liberal Judaism in Great Britain.

Shelley holds a BA & MA, from Bar-Ilan University (Political Science, Jewish Studies, Leadership) and a Doctorate in Jewish Education, Jewish Theological Seminary, New York.
